This project consists of the reconstruction of LA 523. The construction will begin at the interchange of Ellerbe Road and Bert Kouns Industrial Loop and end at the intersection of Flournoy Lucas Road and LA 1. The new roadway will consist of five lanes of concrete paving with curb and gutter drainage throughout the project. This will provide four travel lanes, two in each direction, and a continuous center turn-lane through most of the project. The Ellerbe Road segment will have sub-surface drainage structures though out, while Flournoy Lucas will have a combination of subsurface and ditch drainage..
The project also encompasses utility relocation as part of the contract work. This involved the relocation of the city’s water and sewer lines, Swepco electric lines, Center Point gas lines, AT&T phone lines and other minor utilities.
