Charging Infrastructure Plan

The Louisiana Department of Transportation and Development (DOTD) has developed a statewide EV infrastructure plan that, when built, will enable individuals and businesses who currently own or want to purchase electric vehicles to fuel quickly and safely across the state for work, recreation, and travel. 

In order to ensure a fair and transparent grant program, the DOTD has provided multiple ways for interested parties be engaged in the process and to stay informed. Below are just a few of the resources. Please visit the official DOTD EV Plan page for more information.

  • Survey: Take our short survey to share high level feedback on EV charging priorities and the state's EV Plan
  • Email: Send us your feedback on our state's EV Charging Infrastructure Plan. Comments should be sent to DOTD-EVProgram@la.gov and will be accepted through the entirety of the funding program.
  • View the Plan: Download and review the Louisiana Electric Vehicle Infrastructure Plan. 
  • Interactive Map: We invite you to use our interactive map to identify new charging sites, preferred charging types and provide comments. 
  • Project Check-List: DOTD is currently developing the grant program. In advance of the publication of the RFP, they have provided a draft project check-list for potential applicants.

The LA DOTD is requesting feedback from Louisiana residents and businesses regarding alternative fuel corridors and the use of National Electric Vehicle Infrastructure (NEVI) Formula Program Funds. Louisiana EV Infrastructure Plan

Louisiana NEVI Grant Program Checklist Items 

DOTD is currently developing the grant program and details are subject to change. However, DOTD would like to share the following checklist in advance of the publication of the RFP for potential applicants of the Louisiana NEVI Grant Program to build DC Fast Charge stations on the Alternative Fuel Corridors.  Additional details will be added as they become available. 

Project Proposal Requirements (DRAFT)

  • Project meets Alternative Fuel Corridor Requirements (page 4):
  • Plan for complying with ADA standards (federal guidance is forthcoming)
  • Electric Vehicle (EV) Charger selected that complies with the Federal Minimum Standards
  • Letters of project support from:
    • Electric utility provider
    • Property owner
  • Cost quotes from:
    • Utility provider for any necessary upgrades to site electrical supply
    • Electric Vehicle Supply Equipment (EVSE) company and installer, including equipment purchase or lease costs
    • Operation and maintenance costs, including those related to:
      • Cybersecurity
      • Monthly utility fees
      • User fee collection
      • Quarterly and Annual reporting
      • Annual incident management
      • Certifications
      • Permitting
  • Funding to provide a minimum of 20% of project costs from non-federal sources
  • Funding to provide a minimum of 20% of project costs from non-federal sources
  • A plan for continued operations after the 5-year project period
  • Approximate timeline for project goals such as:
    • Permits acquired
    • Necessary contracting finished
    • Construction begins
    • Construction finishes
    • Chargers commissioned
    • Site fully operational
